Outputs and behavior

Report the local SQL migration, item and sidecar schema versions and supported read ranges. Use before interpreting older saved records in an integration; use get_uoink_health to diagnose a capture's contents. Returns null for the SQL version if it cannot be read. This is a storage compatibility check, not a migration request.
