Read the user's hand-edited USER.md notes about channels, topics and workflow. Use for personal context; use get_user_taste for consolidated content preferences. Creates a local skeleton on first read when absent, then returns content and path. Existing hand-edited text is preserved; the taste consolidator does not overwrite it.
